Why this isn’t a blanket guarantee, though

Oud oil itself, and any carrier oil it’s blended with, can still cause a reaction in someone genuinely sensitive to those specific ingredients, oud isn’t automatically hypoallergenic just because it skips the alcohol. What tends to happen in practice is that people who react to alcohol specifically, experiencing dryness, stinging or redness right after spraying, do often find oil-based fragrance more comfortable, since that particular irritant is removed from the formula entirely.

The sensible approach either way

Patch test any new fragrance, oil-based or alcohol-based, before wearing it properly, rather than assuming one format is automatically safer for your particular skin.
