Yes — according to widely followed Islamic scholarly guidance, applying perfume or scented oil to the body before entering the state of Ihram is permitted, and is even reported as a practice the Prophet Muhammad followed, though it must be done before Ihram begins, not after.

What’s Generally Understood

The guidance most commonly cited draws on a hadith from Aisha describing perfuming the Prophet before he entered Ihram, and on that basis it is widely accepted across much of Sunni scholarship that scenting the body beforehand is fine, even if some trace of the scent remains once Ihram has started. What is not permitted is applying new perfume once you are already in the state of Ihram, or scenting the Ihram garments themselves.
