Attar is oil-based, so it does not wash away as easily as an alcohol spray, and a little water contact, from rain or steam, will not ruin it. That said, submerging it or scrubbing the area hard with soap will still remove most of the scent eventually.

Why Oil Holds Up Better Than Spray

Because oil and water do not mix readily, a light splash of rain or a bit of steam from a warm room tends to sit on top of an oil-based fragrance rather than stripping it away, unlike an alcohol-based spray which is far more vulnerable to water contact. Some people even find that warmth and gentle steam bring out an attar’s scent more strongly rather than diminishing it.

What Will Remove It

A proper wash with soap will still lift most of the fragrance, since soap is specifically designed to break down oils. So attar survives light water contact well but is not genuinely waterproof.
